Starter loan in Eindhoven in 2026: is there still a scheme?

Only count on a starter loan in your offer if it is available at that moment for the municipality the home is in.

MortgageFinances

Eindhoven no longer has a starter loan. The municipality has repealed its VROM starter regulation, and on 10 September 2026 the SVn loan finder listed no active starter loan for Eindhoven. If you buy a first home in Eindhoven, you cannot apply for a starter loan there, and you do not count on one in your offer.

Where a municipality does have a starter loan, it is for first-time buyers buying their first home there. You apply to that municipality, and SVn administers the loan. How much you can borrow and up to which property price is set out in that municipality's scheme. A municipality can also reopen a scheme, so check the position just before you bid.

Why you still read about the starter loan in Eindhoven

The reason you read about it online is that Eindhoven did once have the scheme. Old pages and articles stay findable after a scheme has ended, so here the date of the source counts for more than its place in the search results.

Check it yourself, for the municipality the home is in

SVn keeps track per municipality of which schemes are running, in its loan finder. Go through these four things:

  1. Search for the municipality the home is in, not the one you live in now.
  2. See whether a starter loan is offered there and read the current conditions.
  3. Check whether there is budget left. A municipality only grants the loan while the set budget is sufficient, so a scheme can be open while the money for that year has run out. The outcome for you is then the same as if it did not exist.
  4. If you are unsure about what you read, call the municipality and ask whether the regulation still applies.

If you search "in Eindhoven", your list may well include homes in Veldhoven, Nuenen, Geldrop-Mierlo, Best, Waalre or Son en Breugel. For a local scheme what counts is the municipality the home is in, so ten minutes' drive can mean a different scheme. How to build up your search area is set out in buying a house in Eindhoven.

If you do come across a starter loan elsewhere

It bridges the gap between your maximum mortgage and the price of your first home. The municipality or province sets the conditions, so the target group, the maximum property price, the maximum loan amount, any local-ties requirement and the budget differ per place.

Pay attention to what happens in the first three years. You pay no interest and no repayment then, but your debt does grow: the repayment part is added to a second loan, the Combinatielening. In those years you are building up debt rather than paying it off. After the third year you pay in full, unless you apply for a reassessment yourself and it shows you cannot carry it yet. That reassessment does not happen automatically.

If you cannot finance your purchase without a scheme

Set your maximum mortgage and your own money against the price of the home. If a shortfall remains, look at which of these four routes fits your situation.

  • Put in more of your own money. Every euro you put in yourself is a euro you do not have to borrow. What all gets paid from your own funds is set out in own funds when buying a house.
  • A gift. You do not have to pay it back, so no monthly payment is added. What your parents may give tax-free depends on your age and on the year.
  • A family loan. It counts towards the assessment of your financial obligations and can lower your maximum mortgage. Have your adviser calculate how much room is left.
  • A cheaper home or a different municipality. A neighbouring municipality may have a scheme running at that moment, and then step 1 above applies again.

NHG is a different thing here. It lowers the risk for the lender and usually your interest rate, but it does not fill a financing gap. What NHG does and does not do for you is set out in the article on a mortgage with NHG.
